And no, locally running models doesn't escape this. Even if you could train the models locally, use requires theft unless you get permission for rights owners and can meet the terms (eg of attribution) of even permissive licenses, which #LLM tech cannot. I don't even care if this is legal, it is mass theft of labour unless you have consent.
